This isn't a complete solution but I would suggest that you might start where the 5 on the left is diagonally aligned with the 1. There are 8 possible arrows that can point to either of the two 5's, and since only one arrow can be placed along the line linking the 1 and the left 5 this narrows down the possibilities, and it may be that there won't be any arrows pointing to both the 1 and the left 5. Also, there can only be one horizontal arrow at most in the top row because of the 1 in that row. I suggest you make some extra copies of this puzzle and try different possibilities. This will help you eliminate any contradictions and get you closer to finding the solution.
