With me looking at the solution, I think the number is correct. Assuming I do this right, you can highlight the below text to see the 7 locations I see in the solution (I'm using white text so as not to spoil for others).
2 diagonally up-right
1 straight up
2 diagonally up-left
2 diagonally down-left
which means the one directly under the 7 should have a height of 2, otherwise the 7 would be an 8.
If you don't see the logic to get there, feel free to reply and I can explain that too.

I may have an alternative solution:
all positions lvl 1 except lvl 2:
above 5, left-above 5
below 7, right-below 7
left-below 3, right-below 3
above 9, right-above 9
third position below 5
is that correct?

If I understand your solution correctly, then the 7, 3 and 5 can see a correct number of cells, but the 9, 8 and 11 see too many cells. For instance, the 8 would see 13 cells.
Did you mean to add left-above 9 to lvl 2 also? Because in that case, everything fits, except the 9 would only see 8 cells, making it incorrect.
Nasty buggers these panorama's, eh?

Your suggestions cover the numbers in the upper half of the level, but those leave the 8 seeing 13 hexs, the 9 seeing 12 hexs, and the 11 seeing 12 hexs. Assuming that you also meant to list the hex between 9 and 8, that fixes the 8 and 11, but leaves only 8 visible by the 9.
Edit: dang, Thierry beat me as I was trying to upload a picture (only to find out that attachments can't actually be attached!)

I think i didn't post the solution i have right. so i've put a picture online. I peeked at the solution and concluded that the middle 2 positions are no part of the island and do not count as positions you can see.

The 2 cells in the middle are water, which makes the cells around them beach and they have to be height 1.
